Finalization
Adoption may be finalized in another state:
Before finalization can occur in Maryland, child must be in adoptive placement:
6 months. The 6 months may include the placement time period (under which post-placement services have been provided) under an initial Foster placement before home study was upgraded to an Adoptive placement via Adoption home study referral For example, if 4 mos. Foster placement period occurs, then Adoption home study is later approved, the MD CPA (public or private Child Placing Agency) may comment on readiness of family to adopt the child after 6 mos. total placement period has elapsed and Adoptive placement has been approved by ICPC. Again, 4 mos. Foster placement combined with 2 mos. Adoptive placement totals an elapsed placement period of 6 mos. 6 mos. is the minimum placement period before permanency finalization assessment may be made by a CPA.
