Oregon Parental Placements
Oregon conducts the following types of home studies:
- Foster Care
- Relative-Foster Care
- Parent Care
- Foster- Adopt
- Adoption
Custodial Parent - Reunification
If child has been removed from the parent, Oregon requires a home study evaluation before reunification:
As the sending state, no. The Oregon Court of Appeals has ruled that ICPC is not required for placement with parents. This does not mean that ICPC studies are prohibited for parents, and Oregon may request a parent home study as a vehicle for obtaining courtesy supervision of the placement.
As the receiving state, Oregon conducts parent home studies on incoming cases when a sending state requests it. Oregon Department of Human Services is not able to provide courtesy supervision without ICPC approval for the placement. Oregon Department of Human Services is not able to conduct courtesy safety or home checks.
Non-Custodial Parents
Placements with non-custodial parents are not subject to the ICPC if:

A court

Does not have evidence before it that such parent is unfit;

Does not seek such evidence; and
-
Does not retain jurisdiction over the child after the court transfers the child.

Oregon performs priority placements:
Wait Time (ICPC Interstate Home Study)

- Other: Training schedule varies. Much training is computer-based and on demand, some is virtual, and limited in-person offerings may be available.
