Colorado Residential Treatment Centers/Facilities
Before Colorado will approve a child for an interstate placement with a Residential Treatment Facility (RTF), Certification/verification of acceptance is required from the Residential Treatment Facility (RTF):
Residential Placements - Facilities
A “residential child care facility (RCCF)" shall provide 24-hour residential group (congregate) care and treatment for five or more children/youth up to 18 years old. A residential child care facility is operated under private, public, or nonprofit sponsorship.
Please see additional requirements for youth approaching the age of 17 or youth with delinquencies:
Youth with commitments through juvenile justice will not be approved. Publicly placed youth 17 or older will be reviewed for run history from residential facilities and may not be accepted. For other placements, including cases with criminal charges, the following criteria will be reviewed by program staff.
● Documentation of the youth’s current medical conditions and/or status
● The youth’s risk of running including history and resolution of current running behavior
● The youth’s risk of sex trafficking including historical assessment and possible impact on the facility
● The youth’s criminal background including historical factors and impact upon the facility
● Discharge plan including a documented plan with specific dates the youth will return to the sending state prior to their 18th birthday (Age of Majority in Colorado is 18.)
● Privately placed youth aged 17 or older will be evaluated by the above criteria, and in conjunction with, their projected discharge date and plan
